Consultation on the future of Thurnham Glasson Church of England (Voluntary Aided) Primary School
Lancashire County Council, working in partnership with the governing body and the Diocese of Blackburn, is undertaking a public consultation on the future of Thurnham Glasson Church of England (Voluntary Aided) Primary School.
The consultation runs from 9 October 2026 until 12 noon on 19 November 2026.
No decision has been made regarding the future of the school. The purpose of this consultation is to seek the views of parents, carers, staff, governors, pupils, local residents, and other interested stakeholders before Cabinet considers whether any further action should be taken.
Why we are consulting
We are consulting because of concerns about the school's long-term viability.
The school currently has 7 pupils on roll compared with a capacity of 42 places. The school received no first preference applications for admission in September 2026.
The school continues to face challenges associated with operating at a very small scale, including:
leadership capacity
curriculum delivery
long-term sustainability
a forecast budget deficit
Taking these factors into account, Cabinet has agreed to undertake a consultation on the future of the school, including consideration of whether the statutory school closure process should be pursued.
Options
The consultation seeks views on two broad options:
continue operating the school
consider progressing to the statutory process for school closure

Sessions available:
2pm to 4pm
6pm to 8pm
Council officers will be available to explain the consultation process and answer questions.
What happens next
Following the consultation, all responses will be reviewed and analysed. A report summarising the consultation findings will be presented to Cabinet, which will determine whether to proceed to the next stage of the statutory process.
Should Cabinet decide to publish a statutory proposal, there will be a further opportunity for representations to be made before any final decision is reached.
