Highway searches (HIPS and CON29)
Overview
A local authority search and a local land charge search are two different names for the same thing. They are a two-part search carried out when property or land is valued, purchased or leased. It provides potential property purchasers with specific information about the property they are interested in.
A highway search is offered to personal search companies and private individuals.
Should you require highways information relating to a particular property or piece of land, we operate a fast and efficient personal search service delivered by a team of officers trained to interpret highways records and keep in constant contact with those responsible for instigating proposals to the highway network within Lancashire.

Highways search
A highways search (HIPS) provides a plan illustrating the extent of highway maintained at public expense, around a specified area of interest.
It can also provide (for an additional fee) information from the CON29 form e.g.
Public rights of way
Proposed road improvements or Widening Schemes
Road and traffic schemes
The search also provides a cover letter to officialise the provided plan for use.
CON29
A CON29 is a form used to request information held by a local authority about a property.
The local authority may provide information that could affect future use or development of the property or impose financial burdens. This could include:
Road status
Road and traffic schemes
Public rights of way (PROW)
Common land
Search fees and quotes

Please note – if the extent of the area requested requires more than one plan, then a quote will be generated for approval.
Payment
Request for payment will be generated once the search is finalised via the online system. You will be directed to complete the payment via WorldPay.
Turnaround times
HIPS - we endeavour to return requests in 15-20 working days.
CON29's and CON29O – we endeavour to return requests in 10 working days.

Make a search request
You will first need to register an account to submit applications. Please input your details carefully when registering. If registering a company, please enter the company name in brackets after the last name – for example, Smith (LCC).
To apply for a Highway search, please use the link below and follow the online application process. Fill in the application form following the instructions carefully. Provide a plan that clearly identifies the area of interest (for example, Land Registry Official Title Plan or Development Location Plan). Select which questions you would like responses to, if required, and submit your application. Your application will be added to our queue for review after it has been submitted.
