Bus lanes - pay or challenge your penalty charge notice

Bus lane enforcement is used to ensure bus lanes remain clear for use by permitted vehicles, helping to reduce journey times and keep services on time.

Charges and payment

The standard Penalty Charge Notice (PCN) is £70.

If you pay within 21 days of PCN being served, the charge is reduced by 50% to £35.

If you do not pay within 21 days, you will receive a service of charge certificate, and the charge will increase by 50% to £105.

Challenge your Penalty Charge Notice

The Penalty Charge Notice goes to the person believed to be the owner of the vehicle as, under the Traffic Management Act 2004, it is the owner of the vehicle who is liable for any penalty charge notice issued to it, irrespective of who was driving.

Stage one – Make a representation to Lancashire Parking Services

If you would like to challenge your penalty charge notice you can submit a written representation online.

Make a representation online

You can also make a representation against a bus lane PCN by writing to us at:

Lancashire Parking Services,
PO Box 1023,
Preston,
Lancashire.
PR1 3ZA

We don't accept representations in person or over the phone due to audit procedures.

We aim to respond to all correspondence within 20 days.

Once we have received a challenge, the case will be put on hold and will not progress further until we respond.

What happens following your challenge?

If your challenge is accepted you won't have to pay anything. If we reject the challenge, we’ll write to you and tell you how to pay or how to appeal via the independent Traffic Penalty Tribunal.

Please note that the 50% reduction for payment within 21 days may be lost if your challenge fails, or is received too late.

Make a further appeal

If we reject your challenge and you still wish to dispute the PCN, you can appeal to the independent Traffic Penalty Tribunal (TPT). Details of how to do this are also given in the rejection letter sent to the registered keeper.
