Free mobile data from libraries
We are helping tackle digital poverty through the National Databank scheme.
The National Databank provides free SIM cards from O2, Vodafone and Three. Each SIM card includes mobile data, minutes and texts. Three SIM cards provide data only.
The scheme runs through Good Things Foundation’s network of local community partners from our libraries.
Who can get free data
You can get data from your local library if you:
are over 18
live in a low‑income household
have no internet access, or not enough access, at home
have no internet access, or not enough access, away from home
cannot afford your current monthly contract or top‑up
Your device must:
be able to accept a SIM
be able to receive texts
be unlocked, or locked to O2 or Vodafone
allow for data‑only use if using a Three SIM card
How long you can use the SIM
O2 SIM cards
You can receive up to 12 months of data, calls and texts.
You cannot apply again after 12 months.
Vodafone SIM cards
You can receive 6 months of data, calls and texts.
You can apply again for a new SIM card for another 6 months.
The new SIM card will have a new number that cannot move to Vodafone.
You cannot apply again after 12 months.
How to apply
Ask about the scheme at your local library.
You will need to make an appointment to collect your SIM card. Any SIM card not collected within 4 weeks will be given to someone else.
SIM cards must not be used for illegal purposes.
