Key messages – 19 June 2026

Senior management appointments

  • Following Donna Talbot’s retirement earlier this year, the Head of Business Intelligence role has been reshaped.

  • We are strengthening how we collect, analyse and use data and intelligence to support more agile and responsive services.

  • A new data and intelligence model is being rolled out internally to help embed data at the core of our work.

  • Vishal Mistry has been appointed as our new Head of Data and Analytics.

  • Vish brings experience from the public sector and industry and has made a significant contribution since joining Lancashire Digital Services in 2022.

  • His work has included establishing our first data lake, building our Azure data platform and implementing Microsoft Fabric to support AI and advanced analytics.

  • The focus is now on developing a future-proof data and intelligence function that supports collaboration across teams and partners.

Local Government Reorganisation briefings

  • Three staff briefing sessions are planned for the week commencing 20 July.

  • The sessions are an opportunity to hear more about what this means for us, ask questions and discuss what happens next.

  • You are encouraged to attend one of the sessions if you can.

  • The sessions are:

  • Monday 20 July 2026, 1.30pm to 3.30pm at The Exchange, Barden Lane, Burnley BB10 1JD.

  • Wednesday 22 July 2026, 2pm to 4pm at The Arc, White Cross, Lancaster LA1 4XQ.

  • Thursday 23 July 2026, 10am to 12 noon at the Council Chamber, County Hall, Preston PR1 0LD.

  • Book your place here.

  • The County Hall session will be a hybrid event, so you can join online and ask questions during the session.

  • A recording will be shared afterwards.

Changes to Oracle login page

  • Oracle is updating its login, so the current link will stop working after 26 June.

  • You’ll need to use the new link going forward and update any saved bookmarks.

  • The login screen will look different, but how you sign in won’t change.

  • Most staff should select ‘Sign in with LCC SSO’ and follow the usual LCC sign-in process.

  • If you don’t use single sign-on, you can still sign in with your username and password.

  • If your password has expired, you’ll be prompted to reset it when you log in.
