Winter Wellbeing support

On November 2, 2023, Lancashire County Council's cabinet approved proposals to relaunch the £72,000 Lancashire Warm Spaces grant scheme, as well as £25,000 to deliver warm spaces in libraries across the county.

Residents will be able to pop into their local library to enjoy a cuppa, a space to sit, free computers and Wi-Fi, charging points for digital equipment, events and activities and help from staff to find further information about what support is available.

The measures are part of a wider package of winter wellbeing support, which includes the Household Support Fund, Preston Citizens Advice fuel-advice and the ongoing delivery of the Pensioner Benefits Uptake Campaign.

This communications toolkit is intended to be used by district councils and other partner organisations to assist them in maximising the uptake of these local and national initiatives.

Key messages

  • Lancashire County Council is offering a package of wellbeing support measures, available across the winter months (until end of March 2024)
  • Residents can find support available to them, locally and nationally. This includes support for fuel, food and finances

Objectives: 

  • Call to action - directing residents to Lancashire County Council's online Cost-of-Living hub
  • Awareness raising - Providing information on the support available within the cost-of-living hub, particularly:
    • Household Support Fund
    • British Gas Energy Trust (BGET)/Preston Citizens Advice
    • Pensioner Benefits Uptake Campaign
    • Lancashire Warm Spaces

Target audience 

  • Everyone, but particularly vulnerable households/those facing hardship across the L-12, including (but not limited to):
    • Elderly
    • Digitally excluded (ensuring communications go beyond online content)
    • Marginalised groups
  • A need to include corporate services as a way to target the above (e.g., via adult and child social care)
  • A need to also specifically target our workforce who may fall into the top bullet point category (vulnerable households/those facing hardship)
