Integrated Care System
In line with the government's Health and Care Bill and recent NHS reforms, there have been changes to the health and care system across Lancashire and South Cumbria.
Lancashire and South Cumbria's integrated care system (ICS) now consists of an integrated care board (ICB) and a health and care partnership.
The NHS Lancashire and South Cumbria ICB was established in July 2022. It has replaced the eight clinical commissioning groups (CCGs) in the area. It is accountable for NHS spend and performance, and responsible for the day-to-day running of the NHS in Lancashire and South Cumbria. It includes NHS trusts, local authorities and general practices.
The health and care partnership aims to join up health and care services, improve people's health and wellbeing, and to make sure everyone has the same access to services and gets the same outcomes from treatment. Membership will include representatives from the ICB, local authorities, health and wellbeing boards and other partners.
To support this integration between the NHS and other partners there will be four place-based partnerships which are aligned with the four upper-tier authorities: Lancashire, Blackburn with Darwen, Blackpool, and South Cumbria (part of Cumbria Council).
A place-based partnership is a collaboration of planners and providers across health, the local authorities and the wider community, who take collective responsibility for improving the health and wellbeing of residents within a place. Partnerships will also include care providers; hospices; and voluntary, community, faith, and social enterprise (VCFSE) organisations.
As the Lancashire County Council footprint is considerably larger, the place-based partnership for this area will be supported by three delivery units coterminous with current local authority boundaries:
- East (Burnley, Hyndburn, Pendle, Ribble Valley and Rossendale)
- Central (Chorley, Preston, South Ribble and West Lancashire)
- North (Fylde, Lancaster and Wyre)
