Homecare changes from November 2023
We arrange homecare support for people who want to live in their own home, but may struggle with day-to-day tasks such as assistance with bathing, showering or other personal care.
Homecare providers (or agencies) deliver this support for us.
We're continuing to improve these services so people get the best care possible to live independently.
We introduced new contracts in November 2023 as part of these improvements.
These will help ensure that:
- People using home care have greater flexibility
- We can put care in place more quickly to manage increases in demand
- There is less chance of care providers changing in the future, since the contracts will last up to 12 years

If your homecare provider has not been awarded a contract in your area
You may need to change to a new provider if the agency who currently delivers your care is not on our list of new providers.
You do not need to take any action now. You will continue to receive homecare from your current provider until we contact you to discuss the new arrangements.
We realise this may be unsettling and we are putting support in place to minimise disruption.
We're writing to everyone whose provider is not on the list to fully explain their options.
If your homecare provider is no longer on our list, we'll write to you three months before any contract change is made.
Your options are:
To receive your home care service through our new contract:
- A new provider will deliver your service if you choose this option.
- We will arrange this for you.
- Our trained staff will support you through this process.
- We'll work with the provider to do all we can to keep disruption to a minimum.
To remain with your current provider:
- You may have the option to stay with your current provider by using a Direct Payment rather than going through our Homecare contract. This will depend how much money is in your budget following your social care assessment. If your budget does not cover the cost, you will need to contribute through your own finances.
- You can also choose other providers who are not part of our contract if your budget allows.
- We'll support you to make the arrangements if you choose this option.

If you feel that you need care and support and would benefit from homecare, you can either:
- contact homecare providers to arrange the care support
- or contact us to ask for a social care assessment to see if you would be eligible to receive homecare services and discuss the type of support you need.
