Column attachment guidance

The purpose of this document therefore is to set out the procedures that must be adhered to when attaching third-party equipment to county council owned street lighting columns.  In order that we can confirm that the correct procedures have been followed we require all third-party attachments to lighting columns to be controlled by licence or consent in line with the provisions contained in the Highways Act 1980 and other legislation. This guidance covers the attachment of seasonal items, such as flower baskets, festive decorations etc, items of a more permanent nature such as CCTV cameras and items of a short-term temporary nature such as signage for events, health campaigns and traffic survey equipment etc.
