Preston

Location: A59 New Hall Lane and junction of New Hall Lane/ Stanley Street/ London Road, Preston.

Proposals:

The proposals are in 2 phases:

  • Phase 1: Bus lane

Introduction of a dedicated bus lane westbound on New Hall Lane between Fishwick Road and Witton Street for local bus services.  No traffic lanes will be removed for the bus lane as the road width allows for both bus lane and traffic lanes to remain in place. 

The bus lane is the first phase of a wider scheme to improve bus movements, reliability and punctuality along New Hall Lane and encourage greater use of bus services. 

The proposed scheme layout is detailed on the concept plan below.

  • Phase 2: Junction improvements

Junction improvements to benefit all road users by improving junction capacity and traffic flow.

Progress:Phase 1:  Bus Lane

We carried out early stakeholder engagement throughout the development of the designs.

Traffic Regulation Order consultation was carried out from 19/01/2024 until 16/02/2024.  Some objections were received and the proposals will therefore be put to the Cabinet for a decision at its meeting on 9 May 2024.  The Cabinet report will be available to view on the Lancashire County Council web page in the week before the meeting.

Subject to Cabinet approval, delivery of the proposals would be planned for Autumn 2024.

Phase 2:  Junction improvements

Still in the design stages and public engagement will take place as plans are developed

Proposed delivery to take place around March 2025.

Location: Along the 125 bus route: Phase 1 - Adlington to Chorley and Phase 2 - Chorley to Preston, Walton Summit

Proposals:

We are making bus stop improvements, including reviewing locations and making them accessible for all with raised kerbs, boarding points, better shelters (where applicable) and bus stop boxes and/or restrictions to protect the bus stops from parked cars.

The proposals are in 2 phases

  • Phase 1 - Adlington to Chorley and
  • Phase 2 - Chorley to Preston including Walton Summit

Progress: Adlington to Chorley

We carried out formal consultation on bus stops and advertised the associated Traffic Regulation Orders from 16/01/2024 to 13/02/2024.  We did receive an objection to the plans for one of the bus stop and the proposals will therefore be put to the Cabinet for a decision at its meeting on 11 April 2024.  The Cabinet report will be available to view on the Lancashire County Council web page in the week before the meeting.

Subject to Cabinet approval, delivery of the proposals would be planned for Summer through to Autumn 2024.

Phase 2: Chorley to Preston:

We will confirm formal advertising and Traffic Regulation Order consultation dates for the majority of Phase 2 around May / June 2024. However, we are expecting to begin advertising for the orders for the Walton Summit part of Phase 2 from 19th April 2024 

Proposed delivery would be between January and March 2025.

Phase 2:  Chorley to Preston, including Walton Summit

We will add details of Traffic Regulation Orders here in due course.

Location: Skew Bridge over the old railway line on B6243 Preston Road at Grimsargh

Proposals: We are looking to widen the road bridge to help reduce congestion.  With the current road layout there is only room for one direction traffic flow, causing delays for all traffic in particular larger vehicles and buses.  The proposals will allow for 2-way traffic flow and will also include a traffic signal controlled pedestrian crossing to the north of the bridge.

Progress: In order to understand the current conditions, we have carried out scoping works to collect as much supporting information as we can about the bridge structure. We have developed concept plans and are continuing to work on the proposals. The concept plans are shown above and you can send comments and feedback to our Bus Service Improvement Plan email address BSIP@lancashire.gov.uk. Any responses or feedback will be assessed and incorporated into the proposals where possible.

Proposed delivery to take place by summer 2025.
