Reduced coverage at the district level and above

The Annual Population Survey (APS) was introduced in 2004, comprising the annual LFS supplemented by an extra boost (the APS(B)), designed to obtain a sample of 500 economically active adults in each local authority district. As a cost saving measure, the APS(B) was scaled back in mid-2005 and was withdrawn from January 2006. This means that Official Unemployment data at the district level (and possibly some larger geographies for data broken down by age and gender) will no longer be available for the majority of districts in Lancashire owing to small sample sizes for the data ending in the year to March 2006. APS estimates for the April 2005 to March 2006 period onwards will therefore revert to the sample used for the previous annual local area Labour Force Survey. The last APS period which contains APS(B) cases is that covering January to December 2005, as this is the last period for which a complete year's boost is available.

Official unemployment at the local level; yearly data and publication time lags

The methodology used by the Office for National Statistics to collate official unemployment data at the local level uses only small sample sizes. In order to obtain a sufficient sample size at the local level, figures are produced using a yearly average. Annual figures are produced and published quarterly, on a rolling basis, via the Annual Population Survey/Labour Force Survey. Publication of official unemployment statistics at the district level usually lags the release of the headline unemployment figures at the UK and regional level, as well as the claimant count, by 6 to 8 months. The official headline unemployment figures for the UK and regions cover just three months, and are published on a rolling basis, each month. Yearly unemployment figures for the UK and regions should be used when comparing with official unemployment at the local level.


Interpreting the results – a note of caution

Substantial caution should be employed when comparing local figures with national or regional figures, as the wider confidence intervals at the local level mean that the range of rates within the confidence interval (e.g. 6.7%, ±1.2%), in effect 5.5% to 7.9%, can overlap and be higher or lower than the narrower UK rates (e.g. 7.3%, ±0.1%), or 7.2% to 7.4%. The statistics should be viewed as a guide, rather than precise fact. The smaller sample sizes locally can sometimes also produce volatile results and extreme or substantial movements in the data should be analysed in the context of future and trend data.

Missing datasets and release dates

Owing to a methodological error concerning the Labour Force Survey Statistics, the Office for National Statistics has delayed the publication of the July 2004 to June 2005 dataset until it can be corrected. Please refer to the NOMIS realease dates for details.
