It is planned to form a Community Rail Partnership for the East Lancashire Preston to Colne line during 2005. A steering group has already been formed consisting of :

• Northern Rail Ltd,
• Lancashire County Council,
• Blackburn with Darwen Borough Council, and the
• Lancashire Economic Partnership.
