6.3 Linkages

The following section describes the various ways in which Lancashire’s objectives, targets, outcomes and priorities are linked.

The two following tables summarise targets and indicators, and indicate how these indicators link to Lancashire’s seven priorities. As mentioned previously, National and Local Government have agreed on four transport-related priorities; Tackling Congestion, Delivering Accessibility, Safer Roads and Better Air Quality. This Plan is set out under the headings of these shared priorities, together with a further list of Other Quality of Life Issues. Lancashire has therefore set seven key objectives for the Plan which will enable us to meet both the shared transport priorities and the wider social and economic objectives of the County Council. These are to;
  1. Reduce road casualties
  2. Improve access to jobs and services
  3. Improve air quality
  4. Improve the condition of transport infrastructure
  5. Reduce delays on journeys
  6. Increase journeys by bus and rail
  7. Increase active travel.
The linkages consists of key outcome indicators, intermediate indicators and contributory output and other outcome/output indicators with a rating of high (H), medium (M) or low or none (L) for their contribution to Lancashire’s priorities. Certain indicators are mandatory indicators set by DfT for use with LTP2 or those that start BVPI are also set by central Government and are used within the Comprehensive Performance Assessment, CPA, process. These numbers are indicated within the tables.

This table shows the indicators that will be used to measure progress and identifies the links to the LTP objectives and the government’s four shared priorities.
