8.12 Travel Planning

The Joint Lancashire Structure Plan 'Parking Standards' incorporates Travel Plan thresholds for new developments. This has
proved valuable in providing justification for requiring Travel Plans. For educational uses Travel Plans have to be submitted
for all new schools or where there is a proposal involving an increase in pupil numbers.
Travel Plans are frequently secured through Section 106 planning agreements or as a condition of planning approval. Planning
agreements in particular can be used to obtain financial contributions and to require that specific actions are put into place.
Where an employer or organisation is restricted by the number of parking places, travel plans can also be useful to reduce
the demand for parking places.
The County Council will promote public transport, walking and cycling as sustainable modes of transport and will emphasise
their benefits to participants, all users of the highway network and the environment through;
- School Travel Plans
- Work Travel Plans
- Personalised Travel Plans
- TravelWise campaigns
- Car sharing
- Promoting Car Clubs
- Teleworking and teleconferencing
- Home shopping/service delivery
Lancashire will work with schools, colleges and universities and with major employers to implement School and Work Travel
Plans.
8.12.1 Personalised Travel Planning
Evidence from pilot schemes in the UK suggests that a well managed programme of Personalised Travel Planning can deliver a
reduction in car travel of 9 to 14%. Lancashire's first programme of Personalised Travel Planning will commence during 2006
as part of the CIVITAS European project. It is planned to continue personalised travel planning in Lancaster and other districts
where the infrastructure is in place to offer a good choice of transport modes.
