8.11 Removing Bottlenecks

We will improve the highway network where there is evidence that schemes will provide significant reductions in congestion.

Through the Traffic Manager, the County Council will identify strategic sites which are the cause of congestion and delay. Working with partners, the Traffic Manager will draw up plans to mitigate the problems. These will consider;
  • changes to improve flows
  • revised priorities
  • restricted conflicting movements
  • redesigned layouts
  • measures to reduce flows
  • improved public transport
  • walking and cycling schemes
  • signing to direct traffic to alternative routes work, school and personalised travel plans to promote sustainable transport.
Where these measures cannot offer a solution, the County Council will consider works to increase capacity or reduce conflict between movements;
  • additional traffic lanes
  • tidal flow and
  • grade separation.
