Lancashire committed itself, as part of its Local Public Service Agreement (LPSA) to meeting a stretch target of saving an
additional 89 killed or seriously injured (KSI) casualties over the period from 2003 to 2005. Preliminary results show that
this target has been met and a new stretch target has now been agreed as part of the Lancashire Local Area Agreement (LAA).
The overall aim is to reduce the number of motorcycle casualties by an average of 35 per year during the period from April
2006 to March 2009 from an existing average of 520 per year. This is a challenging target set for a road user group that
has rapidly expand by over 25% in the last 3 years. Within this target, a minimum of 11 of the 35 casualties reduced each
year must be those involving Killed or serious injuries.
