Heritage Assets

There has been an increase in the number of designations of sites and buildings of historic interest since 1991.

There is a need to develop further qualitative indicators to measure the condition of these assets.

An annual assessment of listed buildings at risk has been carried out since 1998. This shows that the condition of the most important buildings has remained fairly static although the numbers at high risk have reduced significantly.

Lancaster contains the most listed buildings with 19% of the total, and the highest number of the entries on the Sites and Monuments Records database.

What is the role of LCC and other agencies?

LCC maintains the Lancashire SMR and works in partnership with other agencies to record, evaluate and conserve the historic assets of the county. New projects, such as the Lancashire Historic Town Survey (2000-2003) and the Lancashire Historic Landscape Characterisation Programme (1999-2002) aim to extend and modify the levels of protection offered and to improve the advice available.

English Heritage are the government's statutory advisers on the historic environment. They are responsible for monitoring and are involved in research into how further improvements can be made.

In some Districts, 'Buildings at Risk' data will eventually extend to Grade II and, potentially, non-listed buildings of local historic interest. The addition of such data will greatly improve the general picture of the health of the county's historic environment.

Lancashire County Council are actively exploring the potential of measuring the condition of archaeological and landscape features (linked to the County's Landscape Strategy), which would provide an additional level of monitoring for the future.
