(Local Indicator) National Indicator 152

"Working age people on out of work benefits"

This indicator will measure progress on reducing worklessness and, in combination with the indicator on the overall employment rate (NI 151), assesses a local area's contribution towards the Government's aspiration to achieve full employment.

NI 152 measures the percentage of the working age population who are claiming out of work benefits.

Working age benefits include the main out-of-work client group categories (unemployed people on Jobseekers Allowance, Lone Parents on Income Support, Incapacity Benefits customers, and others on income-related benefits with the exception of carers who are not subject to activation policies in the same way as other groups).


National Indicator 153

"Working age people claiming out of work benefits in the worst performing neighbourhoods"

This indicator measures the percentage of the working age population claiming out-of-work benefits in the worst performing neighbourhoods. and progress on reducing concentrations of worklessness.

Worst performing neighbourhoods are defined as Lower Super Output Areas (LSOAs) with a benefit claim rate of 25% or more based on a 4 quarter average between May 2006 and February 2007. The areas covered will remain the same throughout the lifetime of the Indicator. (See Lancashire's district actuals x83)

The indicator supports Communities and Local Government's strategy for regeneration and renewal, which aims to unlock potential in the most deprived communities through a focus on enterprise and employment and the Department of Work and Pension's employment PSA targets - to improve the employment rate of disadvantaged groups and places. The majority of areas identified by this indicator fall within DWP 'worst wards'.
